In April 2022 and September 2023, Huaxi Special Steel entrusted the Metallurgical Industry Planning and Research Institute and Hebei Zhongxu Inspection and Testing Technology Co., Ltd. to conduct a pre-assessment of ultra-low emissions for the company’s unorganized emission sources, clean transportation processes, and organized emission sources. These evaluations provided a comprehensive diagnosis, identified existing issues, and offered suggestions for improvement. In response, Huaxi Special Steel actively developed a “problem list” for corrective actions and systematically launched the necessary upgrades. Through meticulous organization, reverse scheduling, and intensive efforts, the company completed the clean transportation modification in January 2024, the organized emission modification in March, and the unorganized ultra-low emission modification in June 2024, thereby meeting the conditions to initiate formal evaluation and monitoring. As part of the evaluation, Hebei Zhongxu conducted manual monitoring of 19 organized emission outlets at Huaxi Special Steel, simultaneously recording operating conditions and performing CEMS (Continuous Emissions Monitoring System) comparison checks at 15 of these outlets. The company also reviewed the governance technologies for organized emissions and the construction status of the DCS (Distributed Control System). A comprehensive check was carried out on 886 unorganized emission sources, including 736 material transport points, 85 production process points, 54 powder material transport points, and 11 material storage points, to assess the compliance and effectiveness of mitigation measures. Furthermore, from February to April 2024, a review was conducted on bulk material and product truck weigh-in data, comparing transport records from the production base, daily fuel consumption logs, and gate system vehicle entry/exit data. Based on this, the proportion of clean transportation methods for February, March, and April 2024 was calculated, with random checks on factory transport vehicles and non-road mobile machinery for compliance. On July 20, 2024, Huaxi Special Steel completed the preparation of the ultra-low emission evaluation and monitoring report. In August 2024, the report was submitted to the China Iron and Steel Association (CISA) for review, and on August 30, the expert team organized by CISA conducted a successful on-site verification. Finally, on September 16, 2024, the ultra-low emission evaluation and monitoring results were publicly disclosed on the CISA website, laying a solid foundation for Huaxi Special Steel's pursuit of an "A" grade rating.
