In line with the spirit of the Safety Production Month theme, “Everyone Values Safety and Everyone Knows Emergency Response - Identifying Safety Hazards around Us,” and following the unified deployment of the Haigang District Safety Committee and the implementation plan of Huaxi Special Steel’s Safety Production Month activities, a comprehensive joint emergency drill was held on the morning of June 26, 2025. The drill was organized by Huaxi Special Steel in collaboration with multiple departments, including the Haigang District Party Committee, Emergency Management Bureau, Fire Rescue Brigade, Haigang Hospital, Ecological Environment Bureau, Public Security Bureau, and Traffic Police Brigade, in the gas cabinet area of the power plant.
The Deputy Secretary of the Haigang District Party Committee, Chu Shuaijun, visited the scene to guide the drill, with leaders from Huaxi Base, relevant district government departments, representatives from nearby enterprises, and Huaxi Base’s officials at or above the Section Chief Level, as well as safety management personnel, all attending and observing the exercise.
The drill simulated a scenario in which the rupture of the corrugated pipe in the gas cabinet’s inlet pipeline led to the poisoning of two inspection workers, and a gas fire broke out during the blind plate isolation operation. The drill covered key steps such as self-rescue and treatment at the worksite, company-level emergency response and rescue efforts, government departments’ coordinated emergency support, and the handover of on-site command authority.
Following the simulated accident, the Comprehensive Emergency Response Plan for Production Safety Incidents of Hebei Huaxi Special Steel Co., Ltd. was activated. An on-site emergency command center for the gas leak incident was established, with Liang Zhibao, Director of the Safety Department, appointed as the overall commander. Five response teams were formed: First Aid, Alert and Evacuation, Engineering Rescue, Rescue Technology, and Logistics Support, all coordinated by the chief commander to carry out emergency response actions.
Each team, following their designated roles, immediately began rescue operations. However, as the incident exceeded the company's handling capacity, the company immediately called 119 for assistance. Upon receiving the report, the Emergency Management Bureau notified the Development Zone Administrative Committee, triggering the Haigang Development Zone’s emergency response plan for hazardous chemicals accidents. Relevant units were alerted to assemble at the site with necessary equipment to assist in the rescue.
Upon arrival at the scene, the Development Zone Administrative Committee established an on-site emergency command center. Chu Shuaijun, Deputy Secretary of the Party Committee, was appointed as the overall commander, and Zhao Zhijun, Director of the Emergency Management Bureau, was designated as the on-site commander. The command team quickly devised an emergency response plan, and the overall commander took control of the command, issuing orders to manage the situation. With coordinated efforts from emergency services, environmental protection, public security, fire rescue, traffic police, and medical personnel, the scene was successfully brought under control, and the endangered workers were rescued. No secondary hazards were found at the site, and no conditions existed for further incidents. The emergency response concluded safely.
After the drill, Deputy Secretary Chu Shuaijun highly praised the success of the exercise, particularly commending Huaxi Special Steel for its quick response, decisive actions, and meticulous work ethic. He also made important recommendations and requirements for further strengthening emergency management efforts throughout the district.
